Add Manual Controls for Encoded Video Size and Render Resolution

Currently, Virtual Desktop uses internal presets (e.g. VR Graphics Quality) to determine rendering and streaming resolution, and it automatically applies foveated encoding based on target quality. While these presets work well for most users, offering manual overrides for advanced users would add valuable flexibility.
Suggested additions:
A slider for encoded video width, similar to what's available in Steam Link, to fine-tune how aggressively the stream is downscaled.
An optional manual render resolution override, tucked into an Advanced tab alongside the graphics quality presets.
This would allow users on edge-case or low-end systems to optimize for smoothness and latency based on their actual performance envelope, especially when balancing GPU load and network stability.
Why this matters:
Even small tweaks can make a significant difference in streaming stability and responsiveness — particularly on systems that fall between performance tiers defined by the existing presets.
